Short answer
Usually well under 1% per pack. Published top-tier odds we've seen range from 0.15% to 1.15%.
Some published examples: Ultra-Rare at 0.15% in the Beezie Pokémon & One Piece Silver TCG pack; Ultra-Rare at 0.23% in the Beezie Wildcard pack; Epic at 1.15% in the MNSTR One Piece Outlaw pack. At 0.2%, you'd need about 350 packs for a 50% chance of at least one top-tier hit.
That's why the chance of beating the pack price matters more for most rippers than the chase itself.
